HAMODI LAO TIBORON
Founding Managing Partner
Hamodi Lao Tiboron, CPA, is a finance and governance professional with over a decade of experience in public financial management, development financing,
audit, and Islamic finance. He played a key role in the formulation of the fiscal autonomy provisions of the Bangsamoro Organic Law, contributing significantly
to the design of the block grant formula and the inclusion of Islamic finance
mechanisms. As a founding partner of M&T Consultants, he currently leads the
development of Islamic finance frameworks and proof-of-concept models
tailored for the Bangsamoro context. He previously served as Finance Head at
the development arm of the Moro Islamic Liberation Front, where his stewardship of the World Bank-administered Mindanao Trust Fund at Bangsamoro Development Agency earned the trust of international donors and enabled successful community-level implementation. In government, he championed digital transformation within the Bangsamoro Ministry of Social Services, modernizing financial assistance systems for greater transparency and efficiency. He is also currently engaged with global humanitarian and development institutions, providing expertise in audit, fiduciary systems, and capacity strengthening. MOHAMMAD ZIDNI MAROHOMBSAR

Mohammad Zidni Marohombsar is a topnotcher Certified Public Accountant and a seasoned public financial management specialist with over two decades of experience in fiduciary systems, institutional reform, and Islamic finance. He has served as a senior consultant for the World Bank, IFAD, UNDP, ADB, and ICAEW, providing technical leadership in financial policy, risk
assessments, and governance reform across Southeast Asia. In the Bangsamoro, he has played a pivotal role in advancing fiscal governance, supporting Islamic finance integration, and advising on resource generation and expenditure efficiency. His contributions have supported government-led reforms in public investment, tax administration, and the development of a resilient financial ecosystem aligned with both national and
Islamic frameworks. At M&T, Marohombsar brings unmatched depth in policy advisory and systems strengthening, helping
scale Islamic finance and ethical governance to new heights in the region and the Philippines

HASMIENE DIOCOLANO IBRAHIM
Co-Founding Director
Hasmiene Diocolano Ibrahim, CPA, is a distinguished audit and finance professional with focused expertise in Islamic banking, financial accountability, and public sector systems. She holds a Master of Science in Finance from the International Islamic University Malaysia, where she specialized in Islamic financial systems and was nominated for the Best
Student Award. A founding director of M&T Consultants, she has led key research and consulting engagements, including the development of analytical frameworks on Islamic banking in the Philippines, and has
earned international recognition for her academic contributions to the field. In her public service career, she currently serves as Internal Auditor V at the Office of the Chief Minister–BARMM, and previously held finance leadership roles in various government offices and development projects. Through her roles in audit and governance, she has strengthened internal control systems, supported capacity-building across government units, and helped advance accountability reforms in
