M&T Joins ADB-SEC Sukuk Framework Launch, Offers Shari’ah Advisory Services to Prospective Issuers

MAKATI CITY, Philippines –M&T Consultants, Islamic Co. (M&T) participated in the ADB-SEC Islamic Finance Forum: “Shaping the Future of Finance: Philippines Sukuk Framework Launch,” held on 15 July 2026 at the Securities and Exchange Commission (SEC) Headquarters in Makati City. As the Philippines advances the implementation of its newly established Sukuk regulatory framework, M&T is making its Shari’ah Advisory services available to prospective Sukuk issuers, drawing on its local and international expertise in Islamic finance and the Islamic capital market.

Organized by the SEC in collaboration with the Asian Development Bank (ADB), the forum marked an important milestone in the development of the Philippine Islamic capital market. The event followed the issuance of the SEC Guidelines on the Issuance and Disclosure of Sukuk, which established the regulatory framework for Sukuk offerings in the country.

Representing M&T were its co-founders, Hamodi Tiboron, CPA, Managing Partner, and Mohammad Zidni Marohombsar, Finance and Operations Partner, together with Muhammad Arham Merican, M&T Senior International Consultant for Islamic Capital Market. A Registered Shariah Advisor with the Securities Commission Malaysia, Merican brings to M&T a decade of Islamic finance experience spanning Shari’ah advisory, governance, Islamic capital markets, and the structuring and issuance of Sukuk. His experience includes overseeing Sukuk structuring and issuance at Malaysian Industrial Development Finance Berhad (MIDF), involvement in pioneering green and socially responsible investment Sukuk transactions, and leading Shari’ah and governance initiatives at Bursa Malaysia Berhad—further strengthening M&T’s technical capacity to support prospective issuers as the Philippine Sukuk market develops.

The forum provided a platform to deepen stakeholders’ understanding of Sukuk, discuss applicable regulatory and disclosure requirements, and assist prospective issuers, intermediaries, investors, and other market participants in navigating the Philippine Sukuk framework. It also fostered dialogue among regulators, industry participants, and subject matter experts toward the effective implementation and continued development of the domestic Sukuk market.

For M&T, the Sukuk framework opens new opportunities to broaden access to alternative and Shari’ah-compliant financing for government, corporations, institutions, and other eligible issuers, while expanding investment opportunities and strengthening the country’s broader Islamic finance ecosystem.
